Materials list: 20 ounces of white 16 ounces of red 12 ounces of blue 4 ounces gold knitting worsted weight yarn crochet hook size F (I used a G to make it to gauge) abbreviations: ch (chain) sc ( single crochet) sl st ( slip stitch) hdc (half double crochet) dc (double crochet) tr (treble) sk (skip) Gauge: 7 sc equal 2 inches Work begins at lower edge. Starting with red ch 218, sc in second ch from hook, sc in each ch across, ch 1,turn. Pattern row: sc in each sc across, ch 1 , turn Repeat pattern row until there are11 rows red, fasten off. Join white and work 11 pattern rows. Continue changing colors from red to white until 3 red and 3 white stripes are completed. Change to blue and sc across 109 sts, ch1 turn. Continue in blue , sc until 77 rows are completed Join red in first sc after first blue row of sc, work 11 rows of sc in red for first short stripe Work 4 red and 3 white short stripes Sew blue to edge of short stripes with small stitches. Stars: Make 50: With white ch 4 , join with sl st, ch 1, 15 sc in ring, join with sl st. *Ch 6, sl st in second ch from hook, sc in next ch hdc in next ch, dc in next ch, tr in next ch, sk 2 sc, sl st in next sc. repeat from * around-5 points, join with sl st and fasten off, leaving about a 12 inch length to sew the star on. sew stars on blue section as shown in photo, 6 in a row for 5 rows and 5 in a row for 4 rows between them. Fringe: With Gold, cut strands about 6 1/4 inches long. Fold 3 strands in half and put them in every other sc around. Trim even.

I’m a bit confused about how you attach the stars to the blue field. Do you stitch then all around with that 12″ tail or just stitch the corner of each point?
